Boston
Boston is where the history of American law enforcement began. Some watchmen protected the public by taking patrols in the streets during the night. The public was guarded against wild animals, fire, and criminals, and later, their responsibility grew along with Boston, which now became a city from a town. Boston then founded a police force in less than twenty years later. The police force contained six men who were supervised by a city Marshall. The watchmen continued operating separately. In 1854, the watch organizations were replaced with the Boston Police Department of two hundred and fifty officers. The police were not allowed to do any work outside the department.
Their work towards the end of the nineteenth century was to provide charitable services like serving meals to the poor at their stations. They also welcomed newcomers to the city who did not have a place to spend the night, transporting the sick to the hospital using their ambulances and providing security to the city (bpdnews.com, n.d.). As the years passed, the police department grew in numbers as their roles expanded to regulating traffic and getting rid of unruly passengers off the streets. In 1919, they held a strike seeking improved wages and working conditions, and recognition for its trade union. In 1977, a state-of-the-art facility was built to meet the demands of the new policy.
Philadelphia
The Philadelphia police department was created in 1854 by the state la. The aim was maintaining public order, apprehending criminals, preventing riots, and serving the interests of the ruling party by arresting vagrants, solving crimes, and collecting graft. The department operated for a hundred years under politicians’ direct control. In the twentieth century, the department was retooled to align with democratic norms and constitutional law by reformers (Police department (Philadelphia), n.d.). That resulted in a more professional public service ethos and prevention of crime. Despite all that, the departments continued fighting racism, corruption, and crime.
In the seventeenth century, policing began in Philadelphia under the authority of constables appointed by English colonials. The early constables enforced magistrate decisions and regulations of the working-class leisure activities. In 1700, the night watch was established by the common council. The work of constables and the night watch was to investigate vagrants, disorderly people, and to regulate the public house hours to prevent riots and drunken fights. The council added the Board of wardens in 1751 whose work was monitoring the watch and maintain enough lamps in the wards. The watch expanded to twenty-four-day police and one hundred and twenty-eight watchmen due to large numbers of wealthy merchants.
Baltimore
In Baltimore, George Worker was the first law enforcement officer to be killed. He was a watchman, which means that the city first began with watchmen in their police department. The main aim of the Baltimore police department was to provide security (Malka, 2018). It used to be controlled by internal political conflict over split loyalties. In 1857, the police department was reorganized, and new men recruited. During the civil war in 1861, the federal government took over the police department after pushing union and confederate rioters into a confrontation that was armed. The department was then run by us military up to 1862 when the state legislature took over.
Similarities
The three cities used a private-for-profit policing where watchmen used to maintain security during the day and at night. The system of watchmen was made up of volunteers from the community whose work was warning of the danger that was impending. They were not very useful since they would get drunk while on duty or fall asleep. The three cities later introduced a police force that was bureaucratic in form and was supported by the public. The police officers were full-time employees and not volunteers from the community. There were permanent procedures and rules fixed by the department. The employment of police was ongoing, and they were answerable to a central governmental authority.
