Internet-Sovereignty Model
An internet-sovereignty model is technically possible. A country allows universal access and communication for citizens while extricating content that is declared harmful. The model enables aspects of an open and democratic society while searching, filtering, and applying legislation. The balance of the model should be adequate to allow the universal medium that sustains global commerce while enabling them to interact with and learn from each other. The model becomes more difficult to manage as the traffic flow increases and becomes gigantic and porous. The internet-sovereignty model is governed by the government, which proposes to have complete censorship techniques that restrict the access and production of legally prohibited content. Sovereignty in the model would be achieved by censoring the internet and social media to keep dissent under control.
For the internet-sovereignty model to be practical and acceptable, the government should censor the internet to start with healthy controls that should slowly lessen the significant difference in liberty and relieve pressures on internet users. The gradual lifting of the extreme controls would permit a more controlled change towards freedom of expression, which would obviate the usage of strong censorship. The Great Firewall of China is an excellent example of internet sovereignty that creates a virtual world through surveillance and online censorship. The model inspects and blocks anything undesirable. An internet-sovereignty has the purpose of aligning cyberspace with the national border through cyber sovereignty.

The internet-sovereignty approach makes a territory to individual nation-states where the state has the right to control activities on its territory independently. The internet governance model in a country must involve infrastructure, control access, and maintaining the internet borders, which entails checking the credentials of each person activity passing through the country gateway routers.
The generally, an internet-sovereignty model that allows the control of the internet while allowing the exercises of freedom of expression should address internet allocation and global domain name system and the entire system infrastructure under local control. For the freedom of expression, internet sovereignty should control the content of the internet through banning content, establishing laws, and filtering that provide favorable conditions for sovereignty.

The freedom of expression involves the exchange of information and articulation of ideas and opinions.
