Interviewee: Nursing Professional from the State of Maryland
Interview setting: Maryland State Department of Children Services Offices- Baltimore
(Start of Interview)
Interviewer: tell us about a healthcare program, within your practice. What are the costs and projected outcomes of this program?
Interviewee: Maryland Children’s Health Program (MCHP) is a state governed initiative whose main objective is to facilitate healthcare services to all children within the state. In particular, MCHP aims to accord healthcare benefits to children who are uninsured as a measure towards ensuring healthcare access and delivery for every child in Maryland between the ages of 0 to 19 years old (Maryland.gov, n.d.). The process of enrolment under the MCHP occurs through the structures outlined under the health choice program link of the state, and to accommodate children who meet the eligibility criteria under the program. Under this aspect, children who qualify for admission into the MCHP include those who are from households which live in the stipulated margins of levels of poverty as indicated by the relevant federal government agencies in the country. Notably, the costs associated with the program include a cumulative cost of $6,909 in the year 2019 from the state of Maryland for each family registered under the program (Maryland.gov, n.d.). Therefore, the outcomes envisaged under MCHP include the creation of a healthier group of children in the state by enabling healthcare access and delivery enhancement for children with additional benefits upon registration into the MCHP.

Interviewer: Who is your target population?
Interviewee: Children within the state of Maryland are the primary target population under the MCHP program which seeks to enroll all children who are below the age of nineteen years old. Additionally, the program targets low-income families which live below the income baseline as a way towards enhancement of access to healthcare for children of Maryland thereby developing a robust group of healthier children in the state (Maryland.gov, n.d.). Therefore, the MCHP decreases inaccessibility to healthcare among children through offering subsidized costs of services to families that experience financial difficulties within the state.
Interviewer: What is the role of the nurse in providing input for the design of this healthcare program? Can you provide examples?
Interviewee: Nursing professionals in Maryland such as the Registered Nurses and Advanced Practice Registered Nurses have a major contribution to the design process of the program. In particular, nurses undertake advocacy roles through which they express the care needs and concerns affecting children as a vulnerable group of people in society (Patton et al., 2015). Under the advocacy umbrella is the ability of nursing professionals to occupy important leadership positions among the stakeholders who take an active part in the process of policy design to facilitate the attainment of goals and objectives laid down under the program (Sharma & Petosa, 2014). Therefore, the daily experiences of nurses in rendering care services to children across Maryland enables this group of health personnel to render ideas for inclusion into the program under their advocacy role as they participate in program designing.
Interviewer: What is your role as an advocate for your target population for this healthcare program? Do you have input into design decisions? How else do you impact design?
Interviewee: Under the MCHP, my role as a nursing professional include sensitization of the parents, guardians and relatives of children across the state on the need for them to enrol their loved ones under the program (Sharma & Petosa, 2014). Moreover, the educational role will also attempt to bolster the understanding of policy design and implementation stakeholders to influence the outcome of the program plan (Patton et al., 2015). On another end, I also have a considerable impact on the program through actively engaging in quality care provided to children in hospitals within Maryland during my working hours thereby facilitating the objectives stipulated under the program.
Interviewer: What is the role of the nurse in healthcare program implementation? How does this role vary between the design and implementation of healthcare programs? Can you provide examples?
Interviewee: During program implementation, nurses advocate for changes by offering individualized quality services to children under the MCHP. Moreover, nurses participate in leadership which they form part of the policy design team towards facilitating the objective of the program thereby influencing the outcome of the process (Sharma & Petosa, 2014). At the implementation phase, nurses identify the gaps in the program which require to be addressed hence leading to timely achievement of milestones under the MCHP in Maryland (Patton et al., 2015). For example, nurses may sensitize the citizens on the need for prompt enrolment of children under the program after low turnout during implementation.
Interviewer: Who are the members of a healthcare team that you believe are most needed to implement a program? Can you explain why?
Interviewee: During the program implementation phase, the relevant team for healthcare in Maryland need to facilitate the achievement of program objectives includes different healthcare personnel who collaborate to achieve the goals of the MCHP (Sharma & Petosa, 2014). Additionally, children are the main beneficiaries under the program thereby making parents, families and guardians major stakeholders who need to ensure prompt registration of children in Maryland to ensure that this vulnerable population enjoys the benefits as stipulated (Patton et al., 2015). Lastly, service providers who deliver the benefits under the program such as health facilities and nursing professionals are important in the implementation of the MCHP through creating channels for the attainment of program milestones.
Interviewer: thank you for your time

Interviewee: welcome.
