MEDICAID PROGRAM
Description Medicaid is a federal program which was initiated in 1965 under the Social Security Amendment Act to provide medical attention to the low-income families living in the United States. This program offers medical coverage to families, children and the special category of people with disability and the elderly across different states of the country (Bhatnagar, Diaz & Moffatt-Bruce, 2018). Notably, Medicaid services are currently decentralized with medical care to the low-income individuals happening at both the federal and state levels across the country.
How was the success of the program or policy measured?
The success of Medicaid was measured through a comprehensive research by the Center for Health Care Strategies, Inc which was established to conduct a review on the efficacy of the low-income healthcare services rendered to the citizens of the US. Under this assessment, the center sought to evaluate the need for integrated care for the citizens while highlighting additional potential for improvement of the program to reach a larger base of low-income citizens (Bhatnagar, Diaz & Moffatt-Bruce, 2018).
How many people were reached by the program or policy selected? How much of an impact was realized with the program or policy selected?
Medicaid offers financial support to over a hundred million citizens of the US through either subsidized or free healthcare services hence enabling access to essential health services across the country. Moreover, the program is currently facilitated across all the states of the US which ensures that a larger population of citizens access health services from their locality (Bhatnagar, Diaz & Moffatt-Bruce, 2018). Notably, the category of people covered under the program includes families, children, people with disability and the elderly individuals forming the low-income group across the country (Bhatnagar, Diaz & Moffatt-Bruce, 2018). Therefore, the Medicaid program has affected lives of many Americans in a positive way especially people with low-incomes who were traditionally unable to access basic care services.
What data was used to conduct the program or policy evaluation?
The evaluation used a fifty year data collected across all states on the beneficiaries of the program as a basis for determination of the efficacy of Medicaid. Under this aspect, the Center for Health Care Strategies, Inc conducted research by obtaining the perspectives of the target group under the Medicaid program which included the low-income families, children, elderly people and individuals with disability across the states (Bhatnagar, Diaz & Moffatt-Bruce, 2018).
What specific information on unintended consequences were identified?
The assessment noted considerable changes in demographic of the target group under Medicaid with the number of people continually rising. Therefore, the evaluation demonstrated the need for the relevant stakeholders and other mandated parties such as the Congress to embark on initiatives which will help in addressing the increasing number of people under Medicaid (Bhatnagar, Diaz & Moffatt-Bruce, 2018). For instance, the congress of the US could help in overcoming the barriers through additional allocation of funding to the program kitty thereby creating an avenue to reach a larger base of the population in the country.
What stakeholders were identified in the evaluation of the program or policy? Who would benefit most from the results and reporting of the program or policy evaluation? Be specific and provide examples.
The relevant stakeholders in the process of evaluation conducted by the Center for Health Care Strategies, Inc included the target group like the low-income families, people with disability and the elder who gave perspectives on how the Medicaid program has affected their lives. Additionally, healthcare professionals such as nurses and doctors were also identified based on their experience in handling the special category of people covered under the Medicaid program (Saver et al., 2015). Lastly, the relevant agencies of the government such as the Congress became important in the initiative towards the lobbying for more funding for the Medicaid program to reach out to more citizens across the US (Nickitas, Middaugh & Aries, 2016). Notably, the members of the low-income families are likely to benefit more based on the program evaluation process because of the potential of more funding thereby granting more access to healthcare to this category of people.
Did the program or policy meet the original intent and objectives? Why or why not?
Yes, the Medicaid program has attained considerable milestones under its objectives as stipulated within the Social Security Amendment Act of 1965. This position is justified by the fact that the program covers over a hundred million people in the United States within its fifty years of commencement thereby creating affordability in healthcare for vulnerable members of the society such as the low-income families (Bhatnagar, Diaz & Moffatt-Bruce, 2018).
Would you recommend implementing this program or policy in your place of work? Why or why not?
Yes, Medicaid would serve the interest of people at work by offering subsidized healthcare to employees and their families especially those under the bracket of low-income individuals. Moreover, the program could also help the employees in overcoming the ever spiraling costs associated with health care services in the US as a result of the instability in the national health insurance initiatives (Nickitas, Middaugh & Aries, 2016).
Identify at least two ways that you, as a nurse advocate, could become involved in evaluating a program or policy after one year of implementation.
My involvement in the process of healthcare evaluation as a nurse will occur during the phase of data collection and analysis. Under data collection, I will obtain the relevant information from the target groups stipulated under the Medicaid program such as the low-income families, the elderly and people with disabilities (Issel, 2009). After the process of data collection, I will embark on its analysis with the view to interpreting the information before inviting the relevant stakeholder such as the relevant government agencies for a further discussion on the outcome (Saver et al., 2015). Specifically, the review and discussion process will focus on my role as an advocate of change while highlighting the relevant reform areas which could improve service provision to patients under Medicaid.
General Notes/Comments Medicaid program has considerable impact on the low-income families, the elderly and people with disability across the states of the US.
